The answer is "yes". It can.
Registry Healer requires only read/write access to a temporary folder (containing in the %temp% environment variable) and write access to a folder where backup files will be saved (configurable at the "Fix it!" page of Registry Healer).
Registry Healer doesn't need to be installed on a specific computer. You need to download "portable" zipped package of RegHealer without installer and unzip it into any removable media. Registry Healer should be started by RH_start.exe file. A registration information should be entered on every computer where Registry Healer is used.

Note that there are some license restrictions. From the LICENCE.TXT file:
